In fact, for Moltke, the starting point was the idea that the army should always be ready for war in order to deploy its forces fully and quickly at any time. Consequently, the General Staff must carefully develop plans for the movement and concentration of troops in peacetime for all possible wars, taking into account both military, political and geographical conditions. "The mistakes made during the initial deployment of the army are almost impossible to correct throughout the war," because the inevitable clash with the "will of the enemy" makes it impossible to accurately predict the further course of action.

Moltke left rich theoretical legacy, which consists of eight volumes: military scientific analysis and military historical research, manuals, instructions, speeches and much more.
