Facing war, full of human and material losses, there is a need to solve the problem of continuing the warfare at the territory occupied by an enemy.

The army can be forced to retreat, but a significant part of it will be able to conduct long and stubborn resistance.

Let's assume that the enemy has occupied the city. What should an employee, entrepreneur, civil servant, housewife and especially military personnel do in this case? Regarding any resistance hopelessness, he will drop his weapon and humbly wait for the his fate. Many questions arise, but where can we find the answers? One thing is obvious: the enemy is ruthless, he will not hesitate to kill (if it meets his interests) tens, hundreds, thousands of people. The population, at least, expects deportation: The bitter experience of history teaches that the enemy can start mass slaughter at any moment:

The purpose of this guide is to prepare citizens for armed struggle. This must be well understood by the entire population of the state, that armed forces are the main actor during the war, but everyone’s duty is to do everything to support army’s combat capability.

At the same time, this paper provides only general provisions on the organization of armed resistance, and stresses necessity of proper conception and preparation.
