In many states territorial defense forces, as a rule, are deployed only in wartime, and in peacetime they are a militia that conducts periodic training.

This handbook is compiled for scientific, educational and reference purposes, and should not be used for teaching without comprehension and interpretation. Treat it critically and in case of doubt about the essence and form, address questions to experts.
